Pertamina Oil Terminal Luwuk is a private terminal owned by PT. Pertamina (Persero) – Marketing Operation Region VII and operated by Pertamina Marine Region VII Luwuk. Located within Luwuk Port in Lalong Bay, the terminal serves the loading and unloading of Premium, Solar (HSD), Avtur (Jet A-1), and Pertamax.

Overview

This booklet is addressed to Masters, owners, operators, and agents of vessels calling at Pertamina Oil Terminal Luwuk. It provides minimum requirements for safe, pollution-free cargo transfer operations. It does not relieve the vessel or Master of responsibility for safe berthing, mooring, and sailing. Vessels not complying with requirements may be denied berthing or asked to leave.

Berth & Containment Facilities:

  • 1 Jetty (Sea Water type, pile-supported concrete cap)
  • Cement containment area at manifold platform and receipt headers
  • Fire extinguishers at the berth (wheeled and handheld units)
  • Fire water and foam hydrants along the jetty trestle

Emergency & Pollution Response:

  • Oil spill response equipment and containment booms
  • Pertamina Luwuk Fire Brigade

Available at This Terminal:

  • Fresh water supply available (via local company, upon request through terminal or agent)
  • Tug assistance available (normally stationed near Luwuk Port)

Transportation Facility:

  • Dedicated exit route for crew, connecting the jetty to the highway (walking through tank areas is prohibited)

Port Regulations

PPE Requirement

Vessel crew on the berth must wear a hard hat, safety shoes, and coverall/life vest.

Smoking Regulation

Smoking is prohibited within the entire terminal property.

Safety Inspection

Vessels are subject to Terminal Safety Inspection; failure to pass may result in the vessel being asked to leave the berth.

Berthing Safety

Approach angle ? 5°, approach velocity ? 0.3 knots; hand steering required, auto-pilot prohibited unless approved by terminal.

Drugs, Alcohol & Firearms Policy

No alcohol, illegal drugs, or firearms are allowed within the terminal, except those carried by authorized law enforcement.

Shore Leave Rules

Long-sleeve shirt, safety helmet, and safety shoes required; no walking through tank areas; no photography; minimum 50% of crew must remain onboard.

Security Access

Access is limited to personnel, crew, pre-approved contractors, government agencies, agents, and inspectors; visitor lists must be submitted 24 hours in advance.

Dangerous Cargo Signal

Vessel must display a red warning light at night and a red "B" flag by day to indicate dangerous cargo onboard.
