PT Kilang Pertamina Internasional TUKS Refinery Unit II Sungai Pakning is a strategic private marine terminal supporting refinery operations in Riau Province. As part of Tanjung Buton Port, the terminal provides dedicated facilities for loading and unloading petroleum products through multiple jetties capable of serving tanker vessels and barges. Marine operations are supported by compulsory pilotage, tug assistance, modern communication systems, strict safety procedures, and pollution prevention measures in accordance with ISGOTT, OCIMF, and Pertamina operational standards. The terminal also maintains emergency response capability, fire protection systems, and environmental safeguards to ensure safe, secure, and reliable marine operations.

Smoking is strictly prohibited within the terminal except in designated smoking areas approved by terminal management. Open flames, matches, lighters, and hot work are prohibited while vessels are alongside. Mobile phones and non-intrinsically safe electrical equipment shall not be used within hazardous areas.
All personnel entering the terminal shall wear the mandatory Personal Protective Equipment (PPE), including safety helmet, safety shoes, coverall, life vest, and eye protection. Additional PPE may be required depending on operational activities and cargo handled. Visitors and contractors must comply with all terminal safety requirements while inside the terminal area.
Pilotage is compulsory for all arriving vessels. Berthing operations shall comply with terminal wind limitations, mooring requirements, tug assistance requirements, and Under Keel Clearance (UKC) standards. Vessel speed during final approach shall not exceed 0.3 knots, while berthing impact speed shall not exceed 0.19 knots. Hand steering is mandatory during berthing unless otherwise authorized by the terminal.
English is the official language for foreign vessels, while Bahasa Indonesia is used for Indonesian-flagged vessels. Communication between ship and shore is maintained using handheld UHF/VHF radios on Channel 09, with hourly radio checks required throughout cargo operations. Alternative communication methods shall be agreed upon before cargo transfer if radio communication fails.
The discharge of oil, oily mixtures, chemicals, hazardous substances, dirty ballast, garbage, or domestic waste into the sea is strictly prohibited. Vessels shall plug all deck scuppers, maintain spill prevention equipment, and immediately report any pollution incident. The terminal is equipped with oil spill response equipment, containment booms, and emergency response facilities.
All vessels must undergo Terminal Safety Inspection before cargo operations commence. Ship/Shore Safety Check Lists shall be completed in accordance with ISGOTT requirements. The terminal reserves the right to suspend operations or require a vessel to leave the berth if any safety or compliance deficiencies are identified. Routine inspections may also be conducted throughout cargo operations.
