Oil Spill Response Equipment:
Vessels arriving at Terminal Bula must provide ETA, ship data (from the current tonnage certificate), current draught, and required assistance no later than 24 hours prior to arrival or upon departure from the last port.
Pilots and the harbour master determine the feasibility of berthing based on current weather conditions; berthing will not proceed if conditions may compromise the safety of the tanker, tugs, support craft, or their crews.
Berthing speed must be minimized to reduce forces on the jetty and fenders.
Primary communication uses portable VHF radio on Channel 16 during pre-transfer conference and cargo transfer; a secondary means is verbal communication via the jetty operator.
Smoking is strictly prohibited on the jetties, in the shore terminal area, and onboard vessels alongside the berths, except in designated smoking areas approved jointly by the master and terminal representative.
Operations will cease if personnel involved are considered not under proper control due to alcohol, drugs, or fatigue; operations will not resume until the matter is resolved.
