Special Terminal (TERSUS/TUKS) Waingapu is a dedicated fuel-distribution jetty operated by PT Pertamina Port & Logistics in Waingapu, East Sumba Regency, East Nusa Tenggara, supporting a Conventional Buoy Mooring for additional cargo transfer capacity.

Port Waingapu serves as the fuel-supply terminal for East Sumba, combining a single jetty berth with a conventional buoy mooring to extend cargo-handling flexibility. The port is not subject to compulsory pilotage and operates 12 hours daily.

All personnel entering the terminal area shall wear appropriate Personal Protective Equipment (PPE), including safety helmet, safety shoes, coveralls, gloves, and other equipment as required.
Smoking is strictly prohibited within operational and hazardous areas except in designated smoking areas.
All vessels shall complete Ship/Shore Safety Checklist and terminal safety inspection before cargo operations commence.
Discharging oil, garbage, ballast water, chemicals, or other pollutants into the sea is strictly prohibited. All activities shall comply with MARPOL regulations.
Continuous communication shall be maintained between the vessel, terminal operator, and port authority via designated VHF channels.
Berthing and unberthing operations shall be conducted only under terminal instructions and approved safety procedures.
